There is usually a fat layer of molded foam in there between the working bits and the cover bits to block noise beyond just the hood. It makes a huge difference. 

There is also sound deadening in all of that paneling/underneath.

The least pulled over vehicle of all time is of course the plain white 250 pick up truck with a work bed or not. If it looks like a work truck, it won’t get pulled over unless you are doing something egregious.
