Comes down to gearing and downforce. Since the longest f1 staight is roughly 3/4 of a mile makes no sense to have a top speed higher than necessary. An F1 car with a low downforce set up on 1.5 mile straight would easily hit 240. Back in 06 a Honda F1 car hit 246.9 at the Bonneville flying mile on salt.
