It’s really a security button to avoid harm to important executives and other VIPs, and it’s actually quite common, and unlockable from the inside (if it’s a regular security device), so not as nefarious as it’s made out to be.

A dentist friend of mine in Pittsburgh owned this exact car in Targa fashion back in the late 80's and it was “cool” for the times.
