That what confused me, too. The only thing bringing this river to risk would be buildings obstructing the river (like a dam) or taking too much water for other uses (although I have no idea what could use that much water in the Amazon). Well, this whole thing is primarily a scientific experiment, so it would be hard to keep the planning secret until the launch since there would be many civilian scientists involved, anyway. Also telling everyone in advance could make sure that others are maybe willing to assist this project.
