I actively tell my kids that if they’re bullied and messed with, if two different teachers or administrators ignore you, have at it and I will have your back.

My kid was bullied until she acted out after multiple instances of bullying. Bullying stopped, she was threatened with suspension. I gave a lovely earful to her teacher and principal and things got better.
