Yes there are harsh penalties for leaking information. Because leaking information has harsh consequences, both for individuals and the country as a whole. There’s nothing undue about her sentence, just like the penalties faced by these actions (both by Manning and everyone she endangered) aren’t potential.
Is ‘considering her actions’ what she’s supposed to be doing? I thought that was ‘serving a sentence for espionage and treason.’ We don’t let criminals off because they’ve realized they’ve committed a crime.
