Maybe. Someone wearing a full winter outfit could potentially not register that much heat though, so hard to say. It would still likely show some hotspots, but cars will show hot spots as well and numerous other objects, so you’re back to differentiating between them somehow. I think you just have to have some amount

There are still challenges with this though. Telling the difference between objects that have a similar profile is the big one.
