Have you tried a green-based CC cream or primer? I’m very fair with mild rosacea, and every foundation I tried looked dry/cakey if I put on enough to cover the redness. I use Smashbox green primer underneath a sheer foundation (sadly now discontinued; need to find a replacement before my bottle runs out).
I have had success with Laura mercier foundation. I have red/pink irish skin, and it's dry. That stuff works really well for me.
Have you tried Smashbox Liquid Halo? I use it to cover my rosacea. A bit expensive but it lasts long and doesn’t dry out your skin
