Another round of nitpick the details for me. One of the aerial shots confirm that it's supposed to be December as seen by the Christmas tree on one of the buildings. We still get warm in winter but not anything near as dangerous as the show was implying.
They don't need to be rich to send their kids here. We can't deny them and most tend to use a relatives address if that's needed. The rich tend to send theirs to the more well off schools, so business as usual.
