Due to the entire top half of the bodies being gone my money's on The Whispers. In the comics they're a group that runs around wearing Walker skin and Morgan alluded to them back in "Clear".

That's definitely the most experimental episode The Walking Dead's ever done. Even though there were things that frustrated me during the episode I, at the very least, can appreciate them taking a big chance artistically here. It was sort of a mess but it was quite a beautiful mess.
