If there statements are factual —- a lot of the blame for 1st fire could be plastic on fire fighters handling of the fire, hence they can be more open, quicker. Makes for a stronger PR statement.  PG&E had lots of instances and were more screwed up front.  Wonder how bankruptcy protection is going to work out...
