This is a thing in SoCal (and elsewhere). Happened to me several times.

Years ago we got to see an airshow demo. The pilot demonstrated how the 50 cal under the nose tracked wherever he was looking. I’ll never forget that when the pilot looked at us, so did that BFG. Still gives me chills.

You are correct. Congress delegates authority to the FDA and the IRS, but can you imagine if we had to wait for Congress to vote (and act) on food safety issues? I personally do NOT want any of my elected officials going all obstructionist on oh, say, airplane safety.
