See thats my point though, Brutal Legend would have worked as a top down system but because the game is played from a restricted 3rd person perspective, even with the keyboard and mouse, you fighting the character controls over everything else.

True, but also have to admit that the RTS elements incorporated into Brutal Legend couldn't have been made better with a keyboard and mouse strictly because of it's 3rd person focus. Had it been an overseer approach like most RTS games, it would have worked fine.
