Not at all, he is saying there is a difference between runners who race for a time/medal and those who just jog around to get on tv/dress in costumes/run solely for charity. They are just taking part in the event, not racing it.

You are missing his point, since the onset of the jogging/charity boom the standard of British marathon running has gone down considerably, despite there being so many improvements in kit, diet etc.
