There are no controls for anyone inside the airplane to empty the lav tank in flight. The article does a poor job of saying so, but it is talking about leaks and mechanical problems that allow lav fluid to leak during flight.

I’m an airline pilot and I can tell you for a fact that there are no cockpit controls for emptying the lav in any commercial airplane.
