What are you talking about? Stopped vehicles shouldn't be unexpected on a turning lane or an off-ramp. If you're turning, there's a good chance you're doing so at a stop sign or traffic light. If you're exiting a highway, there's an even better chance the off-ramp involves a stop sign or stop lightl.

If you keep watching, the exit is blocked with traffic. Every car in the exit lane is stopped. The problem isn't with highway design, it's with a failure by the driver to wait to see if the lane is open.

Let's look at it this way: I get angry at another driver on the highway, then get out of my car and walk across lanes of moving traffic to confront him. I am struck by a car and killed. Is the driver that hit me a murderer? No. Dude lost his shit and walked out onto a live racetrack. It was his fault.
