Well, they already do it for luggage. Just don’t go over 50lb and it will remain hidden as part of your ticket. On those that charge, the fee covers the average weight expected. They make more money that way and safe some face.

You are applying circular logic there. Just because more people get paid similar salaries does not mean it is a fair wage. It could easily mean many more people across different markets are underpaid.
