51% Rule is not the official name and I do NOT have all of the info on it, but it basically states that the business needs to get 51% of it’s revenue from food sales. Basically that alcohol can’t be more than 49%

Here in Texas, due to some TABC rule (I think), certain bars swipe your card to make you a “Member”. I think it has something to do with the 51% rule.
