No, neither of those things requires the other player to have PS+. The only part of this that requires the other player to have PS+ is if you play co-op (i.e. the other playing being "player 2").

The DS3 on PC was a headache. Mostly because there were no good drivers (with bluetooth) for it. They caused me more blue screens on my comp than everything else combined. Haven't tried out the tool in the article, but hopefully it works better than the various DS3 ones did.

Except they didn't really kill the boss in 17 seconds, if you're counting from the beginning of the fight. Since they have times of vengeance, that means they already went through a whole cycle of the past/future teleportation thing.
They had no help. You can see in the video. All you have to do is keep the praetorians off the plates. You don't actually have to stand on them once they're active. So just run around and kill all the praetorians.
