Sure seems like these values could use a tweaking since 1991..... I say this owning several cars that when new had to pay it. Ultimately though i wish we would move to income based dissincentives, otherwise we just let the rich have all the fun, but say if you want a 10 mpg daily driver you need to pay 5% of your AGI…
