Usage of nuclear weapons is so mired down in politics that its hard to envision a scenario wherein a NATO power uses one, unless first suffering domestic casualties on a far greater scale than Paris.

OR it could have the opposite affect, as in the firebombing of Tokyo, and have little real strategic effect while the enemy propagandizes the firebombing of their city. Then, of course, a full scale military invasion would be deemed to costly and eschewed in favor of just glassing the area completely.
