She's saying that even if you have good intentions here, by saying "women should learn self defence" you're putting the emphasis on what the victim should do, not on what the attacker should or should not do. This ends up blaming the victim for not 'doing enough' so stop it.

I don't think combating rape/scumbag/sexual assaulter comes from an individual, necessarily. Combating it comes from a societal commitment to do so. A commitment I don't think we currently have given the amount of accounts of women reporting rapes to police and being dismissed or discouraged.

I think the anger is from the idea that you're telling the victim how they should have handled it properly ("fight back!") which sounds like criticism, rather than criticising the perpetrator ("don't abuse in the first place!").

Imph. That seems something of an oversight if you've got a law in place, an obstruction set out that ensures you cannot follow that law (presumably put there by a local authority) and nothing to account for that possibility or provide an exemption.
