Google create a new version for a single device (In this case Galaxy nexus) and give the OEMs nothing, then they release the OS to the world but only then do the OEMs get the code to then port over to their hardware/chipsets and then add all their skins and crap to.

Go check out the prices on iPad, iPhone, iPod, Macbook Air and 27" iMac competitors (don't forget the 27" IPS display on that iMac) and come back and we'll talk about that 'unjustifiably expensive' comment.
