You're not gonna' be shoving the iPad up your ass and thinking about how the temperature feels. What you can compare it with is your hands, where the temperature ranges from 15 to 32 degrees Celsius

Yep, you're right. That high up, there's just not enough air to displace to go higher, so you'd be stuck there until your balloon runs out of air, after which you'd slowly drift back down.
