First off. No. Toei is a large studio that has great animation. Second. NO. While early One Piece wasn't great all the time. The fights scenes are greatly animated from the Alabasta Arc on. Third. One Piece has 84 filler out of 630 episodes. For a weekly manga to anime adaptation that is ASTOUNDINGLY good.
