Gee, remember when Dodge turbocharged their car and then decided to it was too quiet? What did they do? Oh yeah, they sold it to the public without a muffler. Same problem, totally other end of the awesome spectrum with their solution.
I don't disagree with the sentiment that buying a used car is, in many ways, more financially responsible than buying a new car.
Assuming it was bolted together properly (decision pending further review), I really like the conversion.

I have an even better solution for finding people texting while driving. Stop looking at the freaking laptop and LOOK AROUND! You'll catch all kinds of laws being broken. This morning was a perfect example... sitting at a light just behind a patrol car I look around, 3 people texting/updating facebook etc. 3 Easy…
I wouldn't think typing a text message, which is the dangerous part while driving, would emit any kind of signal. Sending it, sure. But until you hit send, why would the phone be beaming out signals to the world saying, "Hey, this person is writing a text message"?
So when my phone, while sitting in my cupholder, automatically updates my gmail inbox, I get pulled over for "using" my phone?
I don't see how this is the slightest bit enforceable. Phones are used for GPS and music. Passengers are free to use them. You can receive texts but not be looking at them until you are stopped. This is so mind-blowing stupid.
If that happened to me I think I would cause such a scene that you'd be reading about it on Gawker the next day. "Flight rerouted after irate passenger breaks the toes on fellow passenger's feet while shouting at the top of her lungs about human decency."
