If you mean that he was supposed to drop everything and ensure a healthy and safe learning environment for not only his students, but for his employees and peers, then yes. That is what he was supposed to respond to. When given the chance, however, he responded with apathy and an air of aloofness.

My freshman year at Mizzou, in 2003, two dumbasses on my floor of the dorm decided to decorate the hallway bulletin board with tons of pictures of the KKK and other racist bullshit. A bunch of us would take it down, but then more pictures would be put back up. Their only justification was “it’s funny.” Never saw them…
