I wouldn’t touch a car that burns a lot of oil every 1,000 miles with a 10 ft. pole, and you should do the same. Oh, and the heck that you can fix that. The deflating tires you maybe can fix (change the valves first, and if doesn’t work buy some new tires), but not the oil issue.

You just try to find the reason for that fuse burning, and mend it. After that you’ll feel much better.
