Actually he (Sifo-Dyas) was ordered by Tyrannus (count Dooku) to create the army and he in turn was ordered by Sidious who was ordered by Plaugeis. Plaugeis (Hugo Damask) payed for the army with his own money (Damask’s Holding’s)..... thus planning it himself and not Sifo-Dyas.

If you notice, Phasma has a British accent.... what if she is Rey’s mother? Luke’s wife/ lover? then again luke is a short little man and Phasma is a big girl, lol, but you never know...
