It’s true and it depends on the state/county. I often read health reports when they get posted and think “how are these places still open?”. One of the worst ones I saw (immediate shutdown) was a Chinese restaurant was caught stealing deer carcasses out of the trash bin of a butcher/deer processing shop.

I ran a restaurant for some time and I don’t put too much stock in the health department, at least near me. It takes A LOT to get shut down and they are given chance after chance to rectify themselves.
