As long as the subway lines vent through the grates on the sidewalk (like many of the "cut and cover" lines do) flooding is always a possibility.
A side note. I've been a designer for over 20 years and have a deep portfolio of annual reports, editorial, non-profit, politicians, and NGOs (including a former US President). Using stock photography in the above is not the norm.
In my professional opinion — ooofa. Preserving the colors from the old logo is the only thing going for this. Typographically, it looks like they just grabbed any font and blew it up. If this were in my shop, we would have worked those letterforms to make the shapes more balanced to how they are using them.…
