What it means is that Northerners learn about civil rights as something that "evil southerners" did, rather than as a nation wide problem that continues into the present day. It gives you/them/us a reason for complacency, and permission to dismiss ongoing problems in the south as something Southerners "deserve".

I think mostly as northerners, we learn that the south was the bad racist slave loving people. The authors point was that pretty much everywhere was crappy to black people at that time in History, and you never hear about Oregon being so racial pointed during this time frame.

The problem is that's not what happens. The judgmental attitude creates its own biases and prejudices instead. The South is a very convenient enemy to create that in the mind of non-South white people absolves them of the sins of racial tension in this country. "They're the intolerant ones - we did nothing wrong."

That's like saying "People played football in America? No way!" At the end of an article giving lots of very detailed and specific insights into how the NFL came to exist.
