Like the article pointed out, I think marketing strategy is a simple reason. It might not always (Or even ever) make complete sense, but I assume different regional reps have a bit of creative freedom to change titles just enough to market better to their culture.

If you have a PS4, there really isn’t a reason to get this with Bloodborne in the mix now. Dark Souls 2 is awesome, don’t get me wrong, but Bloodborne is fresh and inventive in the same genre. I would recommend it much more than Dark Souls II: Scholar of the First Sin.
