Eeeh I would say that is just being consistent with the other games in the series. Hell, Daggerfall itself was miles and miles wide but held together with duct tape and spit, and could easily generate dungeons that were not possible to complete.

The paperdolls for female argonians had breasts in daggerfall and arena. The only game where the female rgonians do not have breasts is morrowind.
