If it is blocked and does not cross the line of scrimmage it can be advanced by the kicking team. This is for any down. A team can punt on first down if they choose to. Not sure it really needs to be fixed. There are consequences, i.e. the safety, etc., the team just decided that they were able to live with them given the situation. Maybe the opposing team shouldn’t be in a situation where that’s possible?
