The neighborhood watch won’t get away with murdering a little kid and get paid vacation for it, they are a part of your community and stand a better chance of responding to the needs of the community, they are invested in the community and are affected directly by problems in the community.

Cops come along after the fact and sometimes do something but mostly don’t do anything. A cop can’t un-beat your ass, a cop can’t un-murder you, and cops NEVER investigate property crimes unless you happen to get ripped off by someone also ripping off a cop or someone they consider important.
