Charles takes his income from taxes, specifically from Cornwall.  He is required to return to the tax coffers anything he is not using for personal expenditure.  If he then gives H&M 2 mil a year, well they are taking money from the taxpayers.  More circuitous, but still not off the taxpayers’ funding.
