It depends on the dude. If a male character is sexy, and is placed in a situation where his shirt comes off, it's not unreasonable to call that fan service, and say he's being sexualized. Same for female characters. The only real difference is that we consider a much wider range of females sexy than males.
Seriously? Do a quick google search for "shirtless men", and just try to tell me the results aren't sexualized. No, shirtless men are not 100% sexual, but yes, good looking, fit, athletic shirtless men are totally sexual.
Then why did Solid and Liquid snake take their shirts off? It had no plot or story relevance. It wasn't practical or smart. The only reason that scene was included was so the fan girls could fangirl all over sexy shirtless men.
