The bloodlines are mostly used as an excuse for grabbing power. The Targaryens are only the rightful rulers because they conquered Westeros. The Baratheons took over because they killed the Mad King. Cersei is just doing what the last two ruling families did before her, killing everyone in her way and crowing herself.
We have an idea of how she’ll rule on the throne, she had the Mereen experiment and failed until she just burned her problems away.
