Microsoft did - Continuum. But their phone platform wasn’t popular enough for it to catch on. They even created UWP apps which allows write once, run on all of the various MS platforms. But again, adoption isn’t high.
I’d rather have to download a 3rd party launcher or app to gain options or customization if I so choose rather than it be forced on me through skins at the cost of timely updates. Points 1 and 2 made for Samsung are moot, and there has been no feature off the top of my head that would make point 3 valid in my opinion.
