For example National Healthcare would be extremely difficult to do if the top tax bracket is 15% and people may save money overall if they pay tax that removes a large annual cost from them.

It really doesn’t seem like what China would want at all. They’d need to get involved and have far more to lose if North Korea falls. Russia maybe but even they would probably rather it isn’t a country with nuclear weapons (even if they aren’t very good ones).
