You need a group to monitor something as important as the Internet. Whether you are on the left or the right side of the political spectrum you probably can see the size of US Telecom/Cable companies. The FCC have stopped mergers in the past even if they aren’t the best group.

If they have sense they’ll probably do it the same way as Microsoft do their p2p updates for windows 10, where the OS gets a hash from Microsoft and if that matches the hash from another machine they use that machine instead of the main servers.

AFAIK part of the SDXC spec is that it supports SD and SDHC so there sort of have too.
