Well, Ivy herself doesn't understand why people are more perceptive of her if she dresses the way she does. She just knows that she is able to get money from doing it without any real effort. It actually makes sense no matter how weird it is.

I honestly believe that Gotham is one of if not the best DC show on tv right now.
