Ceremonies at WDW start in the mid 2k and can go all the way up. Our wedding was ~13k, so it's not out of reach of the "average" interested party.

Same sex couples can and do have commitment ceremonies at both Disneyland and Disneyworld and this hasbeen the norm for quite some time.
