It obviously should, because now if I’m a cop all I hear is “put in the wrong amount, steal the difference, investigators will believe I just miscounted.” There is literally nothing to discourage outright theft.

Even if it’s true, which is extremely unlikely, if you said you took x amount of money it’s your job to return that exact same amount. It should come out of the sheriff’s department’s budget or something like that. The agency fucked up, the agency pays the price.

I was about to comment on that too! A likely fucking story.  Either they can count and they stole his money, or they are too stupid to be able to count money, in which case they shouldn’t be working as police officers.
