It's not just that Mt. Weather may want to conquer them. It's that Mt. Weather would have to. The grounders aren't reasonable negotiaty types. They only reluctantly agreed to tolerate (a bit) the sky people because the possibility of destroying Mt. Weather is just too enticing.
