Kind of. I moved here 7 years from Atlanta and I can tell you the difference in the quality of air is astounding. Do we have to pay more for gas and maybe a bit more for a new car? Maybe, but I personally enjoy not living in a smoggy wasteland.

It is the consumers that get shafted. Our cars cost more because we have to be 50 state compliant. We as CA residents can not go out of state to buy a new car that does not conform to the CARB standard.
