I think it was moment of bad writing, honestly. It worked on an emotional level, but I don't buy that Jughead would come out and say, "I'm not normal!" That's just not the kind of language he'd use.

Also, Nintendo manufactures their own products and they (presumably) have limited resources to do so. Tying up assembly lines with $60 NES minis might not make sense when they have a popular new $300 console coming out, especially when they're having enough issues manufacturing enough Switches.
