Yes and no. Both technics are correct. I use the my heel to blip the throttle all the time when i’m doing it. I have seen plenty of people doing it you way though. It is apparently much easier with a car with a very close pedal box.

Heel-toe is hard as fuck if you don’t go all out. If i’m breaking hard, it usually go pretty smooth most of the time. If I try to heel-toe when I gently applying the brake, I get it not so bad 1/4 of the time.
