No way that is over 3G. That is a wifi network with incredible speed.
PSV does not stream for s#$%. They made huge promises, but only a couple of games ever worked without workarounds. Now you can get about 60% of games working, but it requires a PS3 with custom firmware. Even then it's buggy as hell most of the time even on the same network.
